It's a resin of some kind - and it's only hollow if the 3D model is hollow.

Thought I'd be posting some more finished stuff over the weekend but beer and sunshine got in the way. I did glue together all my Tau stuff I've had sat around for ages. Most of it is base coated so shouldn't take too ling to finish. Man, those Tau battle suit feet are just plain wrong. Took a bit of thought in how to pose the legs and some scratch building on the base to get it looking half natural rather than a robotic chicken with rickets.

Looks like Citadel are replacing all their paints. 145 new colours incoming. Dunno whether they're the same hues re-badged with new names, or completely new.

Nope, looks like completely replacing them. All previous paints, foundations and washes are gone.

I know nothing about painting, but that strikes me as an odd thing to do. Why would a company do such a thing? surely it's just going to piss off any established userbase?
