What exactly are they?

Is it a type of laptop that needs wifi access all the time?

It is a laptop that is basically just a web browser. Specifically Chrome.

Edit: Although you can install Linux on them instead/too if you feel like it.

Pretty much. It uses the Google suite of online apps, and if you don't have access to them, it is pretty useless.

My wife has one and yes they do work offline, you can work on anything you have saved to your hd, much like any other laptop.

It's not windows, it only supports some printers natively (others have to be printed through a windows computer connected into a google account), the one my wife has (the cheapest acer one from about 18 months ago) slows down if you have too many tabs open.

That's about it really.

Essentially if you happy to use google chrome, google docs etc it's perfectly adequate for that.
