Although that's a scavenger hunt - if we can make it a treasure hunt (with clues and riddles rather than a list of objects) that would be good.

It is Phoebe, and yes, the governor is her twin sister Ursula. It's a tiny bit of a stretch, because you only find that out in the "what happened afterward" part of the final episode of Mad About You, which featured Ursula Buffay as a recurring character (also played by Kudrow).
