Here's a question... Why the picture of the girl and clown? Is there anything technical going on with the colours or something or is it just a random picture they picked?

Probably easier to see if your colour settings are correct by looking at a person too. If it looks unnatural, they're probably wrong. Doesn't explain the evil clown though.

The clown was there to terrify small children, mainly.

BEEX week has suddenly reminded me that I didn't answer this:

Everything on that testcard has been deliberately designed to test TV's (CRT TV's but parts are still useful for LCD's) and the transmission chain. The girl was chosen so that skin tone could be seen.

The toy was the girls own but proved ideal as it was colourful and could show up common transmission errors.
