Uganda will officially pass the ‘Kill The Gays’ bill at the end of this year despite international criticism.

Speaker Rebecca Kadaga said the anti-gay bill will become law by December since most Ugandans ‘are demanding it’.

Referring to the law as a ‘Christmas gift’ to the population, she spoke of ‘the serious threat’ posed by homosexuals.

The law will broaden the criminalization of same-sex relationships by dividing homosexuality into two categories; aggravated homosexuality and the offense of homosexuality.

‘Aggravated homosexuality’ is defined as gay acts committed by parents or authority figures, HIV-positive people, pedophiles and repeat offenders. If convicted, they will face the death penalty.

The ‘offense of homosexuality’ includes same-sex sexual acts or being in a gay relationship, and will be prosecuted by life imprisonment.

Originally put to government in 2009, the Anti-Homosexuality Bill had been temporarily shelved because of international criticism.

Several European countries have threatened to cut aid to Uganda if it passes, with the UK government warning Uganda it would face severe reductions in financial help.

US President Barack Obama has described it as ‘odious’, and Canadian politician John Baird has said it is ‘vile, abhorrent, and offends decency’.

Uganda lawmaker Atim Ogwal Cecilia Barbara has even suggested there should be a continent-wide ban on homosexuality, saying all African gay people should be jailed for life.

Gay rights activist David Kato was murdered in Uganda in January 2011 shortly after a local newspaper published images of him and other gay people under a headline urging readers to ‘hang them.’

Despite this, Uganda’s LGBT community held a weekend of gay pride events this summer.

According to a 2010 survey by The Pew Research Center, homosexuality is morally unacceptable to 89% of Ugandans.

Disgraceful. Hopefully Cameron will follow through with the threats to stop aid to countries with such laws. Uganda already complained about that.

I'm struggling to think of what serious threat a homosexual could pose. "They're coming right for us!"

Man, this is sickening, worrying stuff.

Backwards nutcase dictatorship in backwards nutcase laws shocker!

I really don't know why we give any of these countries aid in the first place anyway, it all goes into the pockets of the corrupt nutcase bastards in charge.

Sorry, I thought you wanted to prove you were grown-ups? Or are you thinking more of the sort of grown-up who lives in his parents' basement rent free with his laundry and meals done for him?

Correction, his/her basement. Seems the wimmin' want in on the ignorant hating, too. Sexual equality for the win!

Terrible. Haven't regimes * been overthrown by external military intervention for far less than this*2?

Note, I'm not necessarily saying that bigger stronger countries should go in there and be all like PEW PEW PEW, and neither should there be a pink army formed - although that would be amusing.

* I know nothing about how Uganda is run.
*2I'm not much of a war historian.

Isn't Uganda a very Catholic country, where they still actually go for all the Catholic stuff? That might have something to do with it.

we all know one of the main factors of war is the element of surprise. And what could be more surprising than the First Battalion Transvestite Brigade? Airborne wing – the airborne wing parachuting into dangerous areas with fantastic makeup! And a fantastic gun. And the opposing forces going, “Fuckinell, look at these guys. Hey suckaaas. They’ve got guns! They’ve got guns! Jesus, wha – they’ve got guns! Ahhh, bugger. I was so surprised. Were you surprised? I was surprised."

I like him, but he ran out of material nearly 10 years ago. His most recent stuff was a little better but it's taken him a long time to come up with it. He's out of steam as a comedian; it happens to most of them. You don't often have acts that tour year on year with new routines that are as funny as what made them famous.

But to get back to the subject at hand, yes, withdraw all aid. Children need aid, and they don't want to be treated like children.

Isn't this legislation also being cheerleaded from the sidelines by some whacko yank fundamentalists as well? I seem to recall an article telling the story of a number going over there a few years ago with the specific intention of passing this sort of legislation.

One interesting wrinkle in this legislation which isn't mentioned in the initial post is that if you suspect someone of being gay and don't inform the authorities within 12 days you can be prosecuted as well.

I think zero would be a good figure until such legislation is binned. But what will actually almost certainly happen is this: nothing. Well, right up until when gay people start getting 'lawfully' killed in Uganda and the ’papers note that Cameron's government continued to provide aid, knowing full well this was the state of play.

I know this might seem a funny question, given the baselessness of the entire law, but how would the authorities know you suspect homosexuality?

Is it a friends-as-whistleblowers-ocracy?

I don't understand why any gay person would decide that Uganada was a country they wanted to be a tourist in. I would never visit a country like Jamaica while they have such an appalling gay rights record, even if you could visit a holiday resort and not be bothered by anyone about your sexuality I just wouldn't want a country like that to get my money from tourism.

What would they do then? Imagine a gay married couple going there, this law makes it sound like they could both be sentenced to death upon arrival in the country. How would our government react to that? Do our government offer any travel advice to people planning to visit Uganda?

There is very little social tolerance of homosexuality, which is illegal. A Ugandan MP has proposed reactionary legislation that would further criminalise homosexuality and introduce the death penalty for some activity (currently going through the parliamentary process as a private member’s bill).

Russia would give less of a shit about any aid (do they receive any?) being withdrawn than would Uganda.

It's not like we're invading.

I’m probably being naive here, but how about if we (by we I’m not talking about the UK but all halfways civilized countries) offer no-questions-asked asylum to all Ugandan gays/lesbians/ anyone else who is likely to face imprisonment/violence / being killed not just by mobs of crazies, but by the actual state/legal system they live in just for who they are rather than having actually done anything wrong? Or at least try to do something like that?

Here’s a link to a BBC documentary on the subject:

http://www.youtube.com/watch?v=xiQWUF2CGYw

It’s not a particularly great documentary (and I’d rather they didn’t give these things titles like “Britain’s fattest postmen” and the like, but if that’s what it takes to get people to watch them, then so be it), but it certainly does at least get the point over.

What scares me the most is hearing “normal” people on the street supporting the idea of imprisoning / killing people who are simply different from them.

I don't think we can offer them automatic asylum because there are, sadly, far worse things going on in the world and it would make it look like we don't care about them as much.

OK Grim, I see what you're saying (although tbh I'm not sure about what can be "far worse" than having to fear for your life every day). So can I rephrase my naive idea? What if we don't offer unlimited automatic asylum, but some asylum, a little bit of asylum, maybe for just a few people, because surely a few is better than none? Assuming of course that anyone, however persecuted, wants to go and live in a foreign country in the first place.

But shouldn't we at least be open to the idea that someone can get out of a hellhole like this assuming they want to? And if they do, that we can help them do so?. I'm no activist myself, but reading/ watching these things makes me despair. If the German government (I'm an ex-pat, as I've mentioned before) proposed a policy where I could pay, for example, an extra 10 Euros a month to stop this bullshit from happening, I'd vote for that.

Any homosexual Ugandan that arrives in the UK would be given asylum on the basis that returning to their home country would mean a death sentence.

Of course, they'd have to get here first.

Here's another naive idea....wouldn't the world be a better place if we were slightly better at putting ourselves in other people's shoes.....as in what would it feel like to be him or her....a Ugandan ....a gay....an uggo.... it really is not rocket science (excuse the cliche). Why in 2012 are we still judging people by what they are rather than what they say or think?

But seriously, we should be judged on our actions, right?
