In short:

If you are not in when stuff gets delivered, the Royal Mail will deliver it to your neighbour and I cannot see any flaws in this whatsoever.

If you don't want your packages being inspected by your neighbours, the form to fill out is here, and you can go to the Post Office like before.

I'm lucky in that my postman already delivers stuff to my neighbours. Even luckier that he tells me when he does.

I'm appalled that the only way of opt out is a sticker, effectively saying "I don't want you to deliver stuff to my neighbour as he's a bit fucking nuts", in my case anyway. Hopefully ofcom will tell them to get to fuck. Unlikely though.
