Oh please. Only the biggest fucking idiot in the world would do something on the tenth anniversary of the government's favourite propaganda piece. Anyone competent enough to pull off an attack would not do it then.

Attacks are about fear and media coverage aren't they? 10th anniversary seems the perfect time to do it. What better "message" than a successful attack under heightened security.

I interpreted it as "We think it is possible that someone could try and do something, but we have no idea if that is the case, who would do it, and what they would do. But, if we say that we have credible evidence of a plot, then if someone is considering doing something, then there is a possibility that they will determine that we are on to them, and they will cancel whatever it is that they may be planning."

I get the impression that they have heard about something specific, on the news this morning they were on about three men and a car bomb plot. They don't seem to know if it's all just bollocks, though.
