With a few more details on it, it would be incredibly useful. I'm not sure how much you can hook into machine details from the web though? I'm thinking things like amount of ram, hard disk space etc...

Can't get any of that stuff without installing an ActiveX control (or browser-specific equivalent), like "CanIPlayThis" or whatever it's called does.
