Stephen Timms, minister for Digital Britain, explained the change of heart.

"We've been listening carefully to responses to the consultation this far, and it's become clear there are widespread concerns that the plans as they stand could delay action, impacting unfairly upon rights holders," he said.

ISPs have repeatedly argued that it is not their job to police the web.

There is likely to be widespread anger over the tougher stance being adopted by the government.


I assume "hardcore copyright pirates" are the people that download all the porn. Dimmers?

Beefed up legislation? Pffft. If no one is going to fund the time and effort required to "police" the internet (which would probably cost more than is lost due to ip pilfering), then it doesn't matter what legislation you put in place because it's unenforceable.

I also wonder whether or not this legislation is as water-tight as this bit? http://news.bbc.co.uk/1/hi/uk/8219438.stm

People will still torrent, there are too many of them for all their internets to be cut off.

The internet would probably explode or something if all these people didnt leak it of it's information

Yes. It's a blacklist of IPs that are suspected to be ones the *IAA and their ilk use to sniff out p2p users from. So, if you're a *IAA staffer, you either rent a domestic ADSL line and use that for a bit, or get a 3G dongle.
