I'm pretty sure only governments have had to sign up to the non-weaponisation of space agreements, not internet forums.

Wait, couldn't we try and come up with some kind of thing to transmit from it that would appear alien in origin, and terrify the planet.

Been done kind of when some wags hijacked the transmissions of the Hannington TV transmitter. In those days it used to rebroadcast the signal from Rowridge on the Isle Of Wight. Cue Wiki:
