There's a button for it, it is marked "new topic". And then when people post replies to it, a thread forms. It could be argued that the 2nd person is the one starting the thread I suppose, but in this instance it makes no difference.

Also, shame to hear that users' opinions don't apply here, but I guess that makes it no different to any other internet forum really.
