Is anyone out there able to capture an audio stream off the BBC and then make an MP3 out of it?

It is, probably unsurprisingly, this bit of audio.

There is an odd setup with the soundcard on my home PC, which means I can't get a microphone to work (any microphone, having tried about five) nor can I use something like Audacity to capture the stream.

Definitely an oddity with the motherboard (ASUS Commando) or drivers.

I use the Freecordertoolbar in Firefox, as I have a similar problem (a Realtek soundcard, that basically refuses to record sound when used with anything other than Freecorder).
