I think this was one of those occassions where the man in charge was the easy scapegoat. I never really held with the idea that because a person is in charge it somehow makes them culpable for the unpredictable actions of their subordinates.

I am slightly concerned that a "lack of support" from the mayor can lead to a resignation. Informal checks on power like that are hardly transparent and set a bad precedent for a big chummy boys club to be set up.
