http://news.bbc.co.uk/1/hi/world/africa/7996087.stmHaving had a think about this, and the issues surround it, I've come to the conclusion that as soon as the owners of ships start paying proper taxes, then they can begin complaining about how their insured goods and boats are being borrowed for a short while in return for money and how the royal navy should do something about it. The added bonus is, a lack of RN ships there would mean that more boats get nicked, and more ransoms paid, and then the tax benefit of not having protection is lost.
A tertiary benefit would be really pissing off some other countries.
