Also, I think a big part of the issue/cost is that they're going to have to demolish any permanent structure that does not have planning permission, so if even a few people are hanging around, they (the council or bailiffs) can't do that.

I agree that it seems a big fuss made about something not half as important as where we could spend our money, but equally, it's the law.
