It's strange that you say it was a very late Amiga, because this feature was actually removed in Workbench 3 and onwards (possibly even 2.1), probably to save on license fees.
Anyway, just boot up an unmodified Workbench disk, version 1.3 or 2.0, and there should be a program called Say in the Utilities drawer. The 2.0 version was improved quite a bit, so they don't sound the same.
