Which hopefully will work with both (OTG on the tablet). I am now pretty much done hoarding roms and the collection I've mustered weighs in at around 20gb. Not too bad considering that covers a TOSEC of SNES roms, all of the important MD roms, every Neo Geo rom, NES and PC Engine. So here is what I am using (oh yeah, and DS too and anything else I missed !).

For the DS I am using Drastic DS. I paid for it and it's fantastic.

I do have a slight issue on the M.O.J.O using only a controller, but when you move the controller's right stick a pen appears so there is hope that I can use the touch screen using the console. For Megadrive I am using MD.emu

I did actually find Elite Beat Agents (DS) playable on a phone until the much harder levels.

Actually the only thing that I would want to do on a phone with a stylus.
