I would imagine because unless one of them is those idiots, there's little manner to force them to do it. Also because the first one of the two is amazingly weasley with its words.
If there had been sanctions applied for non-following up on their promises, it may have made more sense...
Perhaps the lesser parties should have formed a coalition if they feel they need to force the BHP to take action.
