Of course by not knowing who's policy is who's even if a party refuses to fulfill their pledge, there is no repercussion, as they can still keep writing awesome policies and pulling in the votes.

Nothing stopping the members claiming policies, or outing other members policies if they can work out whose is whose. Or lying about it

And then when the next policies are released, we have no way to tell who wrote each one, so still vote for the policy, even if it is by that party who were liars last time.

Yes, I think Russell is questioning the same bit I was having difficulty with. If we find out that Party X gave a policy that we thought would improve the game but then went against that policy, we'd be less inclined to vote for party X's next policy.

But we won't know who the next round of policies are posed by, so Party X could keep lying.
