We used to have a similar setup in an old flat years ago. If the power was ever cut, an incredibly loud and incessant alarm would sound from the (presumably battery powered) central panel right outside my bedroom door which could not be switched off and would only deactivate when power was restored to the whole flat. The flat's electricity supply ran from a card-based payment meter. My flatmates were arseholes who never bought power cards when they were supposed to.
I never lived with those people again.
