Essentially, yes. What they might validly argue is that this device protects against noise and transients that are over and above the EMC requirements (which themselves tend to be over and above what you might experience from a rogue product).
For example, a direct lightning strike might take out your modem even though it meets all regulatory criteria, and you might want to buy an extra level of protection if that's a high risk in your area..
But that blurb is certainly very misleading, along snake-oil lines. Those affects that they list
just don't happen in the EU electrical environment, not due to EMI anyway.
