They have confirmed in several interviews it works. The guitars are largely the same anyway, the stuff they've added on like the low-down buttons aren't that useful.
The sticking point is the drums because of the different layouts. As Zardoz has noted from Wikipedia, Red Octane said somewhere that the drum track will shrink down to four pads instead of five. I've seen an original source of that quote. It remains to be seen how well this will work in practice, we won't know until GH:WT reviews start appearing. There is also the reverse to consider, playing RB1/2 on the GH drumkit with the elevation changes; will the note tracks work with the different layout? And just to confuse matters further, the RB2 kit has add-on cymbols that will initially just duplicate two of the main pads but presumably become different in RB3 or whatever.
Given that we saw significant announcements from both Sony and Microsoft about this, and given that it is a marked change of heart for Activision (since the last patch the Rock Band guitar works in GH3 now), I suspect the platform holders have applied significant pressure on the games publishers to make all their shit work together. Certainly some standardisation is in process and that's a good thing.
