I thought I'd ask this here rather than risk blowing up a console...

I have a Neo Geo CD. The picture attached is of it's plug and power adaptor. The white plug in the top right is "for shavers only" and came with it. It has a 1 amp fuse in it.

The black plug on the top right is a proper case that the foreign plug will fit into. This has a 3 amp fuse.

Which one would be the best to use with the console? Or is it neither?

Agree. It's a 1A power supply.

Either. It's a 28W power supply. A 1A fuse will give a maximum of 230W, 3A max 690W.

Yeah, I was going to say this. The fuse is just the max current it can take before it burns out.

Fry the fuse or fry your gear. Pretty easy choice.

Admittedly frying even a 1A fuse with a 28W draw would be impressive.
