It has been suggested that Dick Dawood start charging Camden Council rental for using his subsoil to lay their pavement on top of.

Hmmm, I've seen this guy. He runs out of the building shouting "PEOPLE ARE GETTING SCIENCE WRONG" before having a skirmish with his scooter in an attempt to get it started. He is then seen weaving down the street at 5mph and can be heard shouting "SCIENCE DOCTOR ON CALL! NEEE NAWWW NEEE NAWWW!.

Well from what I can find, he is a private dr based out of a premises on Fleet St. I find it hard to believe he will be on emergency call to often.

If there's a public right of way, he seems on pretty dodgy ground to me. Farmers can't go round building barns over footpaths, so he can't stick his scooter on the pavement, even if it is privately owned land.
