It seems that the original concept for WarioWare was first released in Mario Artist: Polygon Studio. Polygon Studio, as it implies, is a 64DD program used to create simple 3D models. This particular portion shows how you can then use your created model (in this case, an orange GCN) as an object in minigames. I don't think the hand symbol that appears in several games can be customized, but I might be wrong. As you can see, many of the games shown here are also in the first WarioWare game, in some form or another. The game also plays by the same rhythm the WarioWare games do (8 beats for a game, 4 beats for a win/loss screen, 4 beats for a "prepare for next game" sequence), though the 64DD version doesn't show the bomb-timer. There's even the tape deck shared between Polygon Studio and the introduction stage of the GBA game.

A "making of" feature in Edge a few years back (no idea when, but I haven't bought it in at least two years) covered this in a lot of detail, it was pretty interesting.
