I know you're thinking, oh no, not another RMD about mobiles. Well, you're in luck, as this isn't a thread like that.

What I want to know is the following: If I want a specific phone on a specific network, but I can't find a dealer that will do that for me, what's the cheapest/best way of achieving the handset I want on the network I want?

Surely it's very situation dependent. All I can think of is picking the phone up as a Pay as you go phone, and then trying to get a sim only tariff (often thats cheaper).

You might be able to string a better deal by selling any phone that comes with the tariff you want.

Oh but check your PAYG works on your network (or can be unlocked).

Thats all I can think off.

You'll pay much more for the handset if you buy it off-contract though. I'd suggest phoning the carrier - there's a fair chance they'll be able to supply you with the phone you want, even if it's not available in stores.
