I've been wondering how I might be able to set up (if it's possible at all) a way of streaming audio from my pc via my website without using one of those streaming services. Can it be done?

I used to use the Winamp Shoutcast service, but that's well old.

does it have to be live? because you could just make a podcast and use one of the many podcast hosts

Yup - you'd need some good upstream speeds from your broadband provider but it's certainly possible.

Chinny ( @chinnyhill10 ) really would be the guy to ask, as he runs Excellent Radio each year using this method.
